1.1. The terms of reference of Commission 9 are presently as follows:

Commission 9 - Valuation and the Management of Real Estate

• Valuation for various purposes, including property taxation and company accounts
• Property investment and development finance
• Management of property holdings, at strategic and single asset levels
• Maintenance of systems to ensure the efficient use of resources
• Management of corporate property and investment planning, including take-overs and mergers
• Management of public sector property, including advice on housing finance.

1.2 The chair of the commission, Michael Yovino-Young, has recommended that they be amended as follows:

Commission 9 - Valuation and the Management of Real Estate

• Valuation - the estimating of value of real estate by valuers and appraisers for various purposes including market value, property taxation, eminent domain, claims of damage or impact on value by some cause or event, and acquisitions for public use or public policy
• Investment market value and investment planning
• Development finance, land use feasibility planning
• Management of property, as a single asset or by management companies
• Management of property systems to ensure efficient use of public and private resources
• Management of public sector property.

1.3 FIG Internal Rule 11.1 states that the terms of reference of the commissions and the duration of their work shall be decided by a vote of the General Assembly.

1.4 The Bureau invites therefore the General Assembly to approve amended terms of reference for Commission 9 as set out in paragraph 2.2.

2.1 The FIG Permanent Institution on the History of Surveying has at its meeting on 25 February in London decided to propose to FIG General Assembly that the name of the Institution should in the future be the International Institution for the History of Surveying and Measurement (IIHSM), a Permanent Institution of FIG.

2.2 The Bureau supports the proposal of the FIG Permanent Institution on the History of Surveying and recommends to the General Assembly that it adopts the new name for the Institution.
