1. Welcome address; Opening
Chair of Commission 3, Gerhard MUGGENHUBER, welcomed
the President of FIG, Bob Foster,
the Director of FIG Office, Markku Villikka
the President of Turkish Chambers of Surveyors, Hysein Ülkü
all attending delegates of Commission 3 (FIG3),
all attending correspondents of Commission 3 and
all guest at the commission meeting
and opened the Commission Meeting.
2. Adoption of Agenda
Proposed agenda for the Commission meeting was adopted.
3. Introduction of Participants
After a short self-introduction of each of the participants (list of participants see at the end of minutes) Gerhard presented the new FIG3mascot . Proposals of names for the mascot are welcomed (Please send an e-mail including the proposed name to the Commission Chair Gerhard Muggenhuber) |
4. Report of the Commission Chair
Gerhard Muggenhuber presented the new structure of Commission 3 that was adopted from the General Assembly during the FIG Congress in Washington DC (April 2002) and gave a short overview about the work plan of Commission 3 Working Groups and inter-commission activities:
WG 3.1 – e-Government and e-Citizen
WG 3.2 – SIM infrastructure
WG 3.3 – State of the art of SIM
WG 2.4 (joint working group with Commission 3) – Knowledge Transfer in SIM
3D-Cadaster (Inter-Commission Activity of Commissions 7 and 3 – leaded by Comm.7)
The detailed Working Plan of FIG for the period 2002 – 2006 is available in a digital format at the FIG-Homepage.
Regarding the work of FIG Commission 3 during the period 1998 – 2002 (Chair: Jes Ryttersgaard; Secretary: Tor Valstad) the two FIG publications were an essential outcome:

5. Report of FIG3 Commission Working-Group Chairs and Task Forces
Kari Strande (Chair of Working Group 3.1) gave a short overview about the proposed activities of WG 3.1 and invited colleagues to cooperate in issues of “eGovernment and eBusiness”.
On behalf of the Chair of Working Group 3.2 Keith Murray, who was unable to attend the Istanbul meeting, Mark Probert introduced the aims and objectives of WG 3.2. Amongst the deliverables of the Working Group on “SIM Infrastructure” will be at least three case studies, covering
· Location Based Services
· Integrated Land and Property Services and
· Contemporary Industries.

After an overview about the working contents of WG 3.3 (“Development and State of the Art of SIM”) Chryssy Potsiou presented the first results of her working group, which can be seen on the web page of Working Group 3..3. Chryssy would be happy about contributions for the proposed worldwide analysis and best practice guide for institutional structures of SDI, but she is also collecting information about the contents of national databases (meta-database about SDI).
6. Incoming events
Gerhard reported about two incoming events concerning FIG, namely
· the FIG Handover ceremony during the Intergeo 2002 in Frankfurt (October 2002) and
·
the
FIG Working Week and 125th Anniversary in Paris, France 13-17 April 2003.

7. Any other business
The president of FIG, Bob Foster, thanked the Turkish colleagues for their successful organisation of the GIS2002 Conference and for the great hospitality.
8. Closing including FIG Commission 3 song
Gerhard Muggenhuber thanked the participants of the Annual Meeting for their coming and contributions and the Commission Meeting was closed with the FIG Commission 3 song. The text for this song written by Kari Strande was a short summary of the whole conference.
