Abstract

Nepal has faced a significant rise in unemployment problems in recent years. Most of the youths are combating this problem by migrating to foreign lands for labor at minimum wage and at high risk, which seems just a temporary solution as one generally returns after crossing the age of 50 where most of his/her productive years are passed. The study suggests a novel policy intervention for the effective and efficient transfer of lands among generations for creating employment opportunities by suggesting legal amendments in Nepalese land policies. Considering all the prevailing scenarios we have proposed a solution that can be implemented which involves a direct transfer of land from the grandparents or parents with minimum time and procedures to their new generation who have crossed 18 years of age. Having the proper ownership fosters the proper utilization of land resources by the working population. Currently, a significant chunk of cultivable land even with the high capability of production is transforming into barren land. This is resulting in a growing trade deficit due to the high import of food items from the neighboring countries. For the effective and efficient implementation of the proposed methodology of land transfer, we have proposed direct land transfer by the local administrative units at a minimum registration rate for the people involved in agricultural activities on those lands. Furthermore, a provision of spatial monitoring of the allocated areas is suggested by submitting a detailed report from a UAV survey of the agricultural activities. Also, the necessary provision of farmers' markets to sell agricultural produce in the region within the policy to motivate the public to adopt local products and uplift economic activities has been suggested. Thus a novel policy review has been conducted in this paper which aims at fostering the land management and administrative scenario in the Nepalese context.
